Two more people have been arrested related to a robbery at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiring to commit a robbery. They both are still being held, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A toddler aged three was among the those hurt in the event. Five people were taken to the hospital for medical care and have since been released.

Officers arrested a man in his thirties for suspected theft and assault near the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding several individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that police said was isolated and not considered terrorism - caused train delays and the temporary shutdown of the main airport tunnel and the T3 car park for a short time.
